Happy (almost) New Year! Two quick reminders:
1. On Monday, January 2, 2012, Mayor-elect Ricard Bain, Council Member Gail Mayland and Councilmen-elect Jim Lemay and Tony Gentile will take oaths of office at 11:00 a.m. in City Council Chambers. All are welcome to attend.
2. On Tuesday, January 3, 2012, there will be a Special Council Meeting at 7:30 PM in the Pepper Pike City Hall Chambers. This meeting is open to the public. The agenda as it currently stands and is posted on the City website is here, HOWEVER, I understand that it will be updated to reflect a shorter list of legislative items due to additional review of the agenda by the incoming mayor. That revised agenda will no doubt be posted at its earliest convenience.

CANCELLED: November Planning & Zoning
I received and posted the Agenda today. You can see it here or below. It indicates that the Monday, November 1, 2010 P&Z meeting is cancelled and the next P&Z meeting will be Monday, December 6, 2010. I do not know the reason for the cancellation but you should feel free to contact City Hall if you would like to know. My assumption is either scheduling issues with those who need to attend, nothing submitted for consideration or the fact that it is the night before an election day. However, as I say, I've not inquired.

Upcoming Meetings: P&Z (8/30); Special Council Session (8/31)
Two meetings coming up this week:

Special Council Meeting: Thursday, June 24, 2010 (tomorrow night)
The Mayor has scheduled a Special Council Meeting for this Thursday, June 24 at 8:00pm at City Hall. It is, as always, open to the public and I hope those of you who can will consider attending. The subjects to be discussed can be viewed at the City website here or on the official agenda which can be viewed at that City web page via the link. They subjects are:
-Discussion on sequestering the estate tax
-Update on Dispatch Center
-Discussion on Funding the levy campaign
I also wanted to let you know that minutes for all previous Special Council Meetings are now posted on the City website. The most comprehensive page from which to open these documents is here.
Absentee ballot applications for the August 3 election have started to arrive at city households. If you have not received one and would like to, please go here for information on how to obtain one. AGENDA: Saturday Special Council Meeting, 5/15/10 at 9 am
A -yup. I'm trying to wrap my head around our meetings last night but I guess the short version goes like this:
-had Road & Safety meeting; changes to the plans for The Pointe at Sterling Lakes are moving forward - their residents are cool with it; Chagrin Falls Police Chief and network admin (?) Lisa Mariola came to Council and presented to us then answered many questions from Council, the mayor and the audience about "what if" re: Pepper Pike using their dispatch center. It was very interesting. We did bills, I found out we do have a helmet law (will be correcting some misinformation an organization keeps about cities and states re: such laws) and honestly, I can't recall just after that - not too much else. Oh, I asked for and the fire chief gave an update on what happened with the oil spill that eminated from the Racquet Club. As usual, he's on top of it but sadly, the City has little it can do to control or affect these things. Keeping an eye out for if this can ever change.
-had Special Council meeting about the financial situation and a tax increase. We entertained the idea of a .5 income tax increase instead of a .75 income tax increase, but the .5 would be paired with a 2.5 mill levy of some type (which would be a special purpose property tax - perhaps police or safety - for further discussion). The implementation of a sunset on the .5 increase was also discussed (whether it should be five years or three years, and the fact that the City's income tax rate would revert to the current 1.0 percent rate, not to zero, unless residents were asked to keep it at some level above 1.0 and they approved it).
To say that robust debate ensued (it's fun figuring out which words are which council members favorite - I've been into "specious" lately - one of my colleagues definitely loves "robust" and another one seems to like to call things "elegant" - could all be worse, yes?) would not do justice to the comments, questions and concerns that were voiced from about 9:30 or 10pm until pretty much midnight, maybe later? The audience comments were all very, very helpful and also very varied.
As I told someone earlier today, I believe one reason we have yet to reach unanimity is because this is a complex problem that does not have a simple solution that we can trust will win adequate voter support and so we wind up with options that emphasize some things and not others (or maybe I should say, not all). That places the burden, perhaps appropriately and inevitably, on Council and the mayor, to figure out the calculus which basically requires us to get the city solvent via revenue-raising tool(s) that voters can understand, accept and approve.
Our special council session on Saturday will be to continue to debate and work toward a conclusion.

If the City of Pepper Pike is to place a ballot issue before the voters in relation to a tax increase on the August 3rd ballot, then the issue must be certified by next Thursday, May 19. Given that Council continues to work on a solution that it believes reflects what the City needs and the residents will support, there will be discussion first at the Road & Safety meeting, according to the agenda, and then at the Special Council Meeting, called for starting just after Road and Safety.
As I wrote last week, I remain unconvinced that a straight up .75 tax increase, with no change in the credit for residents who work outside the city but live in the city, no change in the credit limit for the same residents, and no sunset provision (which would send such a tax increase back to the voters in five years and therefore require Council and the mayor and his administration to be transparent and be held accountable) is the best option we can offer our taxpayers.
Please consider attending the meetings and/or writing or calling council members or the mayor to share your comments, questions and concerns.

As you may know from reading the local papers, Pepper Pike is facing a serious financial deficit for the 2010 year. At tonight's Council meeting, co-chairs Gail Mayland and Rick Taft, who've been assigned to the Mayor's newly formed Long Range Strategic Planning Committee, will be giving an update on the committee's work so far (it first met last Weds. and have met again this week).
This meeting is public so please consider coming, listening and participating as you feel appropriate. As some of you know from knowing me, I greatly value hearing your input and knowing your opinion on city matters. And as a representative of the City's residents, I believe it is mandatory that I, as well as all of Council, hear from as many residents as possible. The agenda for the meeting is after the jump.

Here is the agenda for tonight's City Council meeting. I believe that the portion listed as "Other," is the time when we go around the table and individual council members make comments, ask questions or raise other topics. I never noticed that it was listed as "Other" and that the Council Members don't actually have a specific category regarding their comments - it may just be understood or habit. I suspect that I will learn.
